Saudi crude storage is planned at Singapore’s Jurong Rock Caverns from the second half of 2027, as the two countries pursue an arrangement intended to strengthen energy supply resilience.

Saudi crude storage plan and its purpose

Singapore’s energy, trade and industry minister, Tan See Leng, announced the joint intent at Singapore International Energy Week on October 26, 2026.

Tan said the arrangement would strengthen the resilience of Saudi Arabia’s crude oil supply chain in Southeast Asia and contribute to Singapore’s energy security in the event of supply disruptions.

Memorandum and negotiations

Tan said Saudi Aramco would sign a memorandum of understanding with Singapore’s Energy Market Authority and JTC Corp on October 26. He said the parties aimed to conclude negotiations in a few months.

The announcement described a planned arrangement, rather than completed storage. It did not specify how much crude would be stored.
