India’s Defence Minister Rajnath Singh is set to lead the country’s delegation to the ASEAN defence meeting in Cebu, Philippines, on October 28–29, 2026. He is expected to address regional and international security concerns and meet counterparts from participating countries.

ASEAN defence meeting agenda

The 13th ASEAN Defence Ministers’ Meeting-Plus will bring together ASEAN members and eight dialogue partners to strengthen security and defence cooperation. The Philippines chairs the forum in 2026.

On the sidelines, Singh plans bilateral meetings to review existing defence ties and explore stronger strategic partnerships, India’s Ministry of Defence said on October 26. The meetings have not yet taken place.

India’s role in the forum

India and Malaysia are co-chairing the forum’s Experts Working Group on Counter-Terrorism for the 2024–2027 cycle. The ministry said India’s participation reflects its defence diplomacy in Southeast Asia under its Act East policy.

The forum’s eight dialogue partners also include the United States, China, Russia, Japan, South Korea, Australia and New Zealand.
