The Philippines innovation ranking of 52nd in the 2026 Global Innovation Index has prompted the Department of Science and Technology (DOST) to call for stronger research funding and private-sector investment in home-grown technologies.
Philippines innovation ranking shows mixed results
The country ranked 69th for innovation inputs, lower than in 2025, while its innovation output ranking held steady at 49th. It placed third among lower-middle-income economies.
The Philippines performed above its income-group average across all index pillars, but below the regional average in every pillar. Its overall position has remained within a statistically consistent range of 50th to 53rd.
DOST seeks investment and coordination
DOST said it wants to strengthen programs supporting local industries and help turn scientific breakthroughs into ventures that can grow. Secretary Renato Solidum Jr. called for greater government funding in areas including research spending, science and engineering graduates, and researchers.
Solidum also identified private investment in local technology as a challenge. DOST said fields including artificial intelligence, biotechnology, semiconductors, advanced manufacturing and climate technology require coordination among government agencies, universities, industry and investors.
