The warnings are critical to Ukraine’s air defenses. Zelenskiy said he discussed them with US special envoy Steve Witkoff at a meeting in Oslo and presented their restoration as a result of that meeting.

Zelenskiy also said SpaceX’s Starshield satellite internet had been working since early Saturday, October 24, after being throttled earlier in the month amid diplomatic pressure on Kyiv from Washington. He said he had discussed the service with Witkoff as well.

Zelenskiy said Ukraine would not discuss limits on its armed forces or enforced postwar neutrality at technical talks involving Kyiv, Moscow and Washington in November. Ukraine has long sought NATO membership, despite reluctance from some alliance members.

He renewed his call for a US-brokered meeting with Russian President Vladimir Putin, saying territorial issues could be discussed only at the level of leaders. Russia occupies nearly 20% of Ukraine.
