The Philippine Office of the Ombudsman has filed 36 road compensation charges against seven public works personnel over an alleged ₱491.93 million land-payment scheme in General Santos City.

Road compensation charges cover 18 land parcels

In a statement on October 25, 2026, the Ombudsman said the malversation and graft cases concern alleged fraudulent compensation for 18 parcels affected by construction of the Digos-Makar National Road in Lagao.

The Ombudsman said it found prima facie evidence, with reasonable certainty of conviction, against public works officials including former Region 12 director Subair Saro Diron and legal officer Ansare Mariga Busran. Private individuals also face charges.

The cases were built around National Bureau of Investigation reports submitted in 2018 and 2019. The allegations have not been established as convictions.

Alleged false documents and inflated valuations

A Department of Public Works and Highways technical working group allegedly approved ₱491,931,120.20 in disbursements to claimants who were later found to have submitted falsified documents.

Investigators also found that a 2009 appraisal value of ₱3,500 per square meter had been used to calculate compensation for land acquired by the government in the early 1990s, resulting in inflated claims.

In a separate administrative ruling, the Ombudsman ordered Busran dismissed from government service.
