India and Russia plan to conduct a pilot voyage between their ports via the Northern Sea Route in 2027, as the countries explore the Arctic passage for transporting goods and hydrocarbons.
Key Takeaways
- A bilateral working group agreed to organize the voyage at its August 2026 meeting.
- The 5,600-kilometre route is operated by Russia’s Rosatom and requires icebreakers for safe navigation.
- The pilot is planned, but a specific sailing date and ports have not been disclosed.
Northern Sea Route voyage takes shape
Kirill Komarov, Rosatom’s first deputy director general for corporate development and international business, said Indian partners had shown “strong interest” in the route. The pilot was agreed at a working group meeting in Arkhangelsk, Russia, on August 13, 2026.
The working group was established in 2024 under the India-Russia Intergovernmental Commission and has held three meetings. The planned voyage would take place in the 80th year of diplomatic relations between the two countries.
A shorter Arctic passage
The Northern Sea Route runs from the Kara Strait to Cape Dezhnev in the Bering Strait. A 2021 Oxford Institute of Energy Studies report described it as a shortcut between Europe and Asia compared with the passage through the Suez Canal and Indian Ocean.
The Arctic Ocean is ice-covered for most of the year, making icebreakers necessary for safe navigation. Rosatom has operated the route’s infrastructure since 2018, with responsibilities including navigation support, maritime safety and shipping operations. Its subsidiary Atomflot operates Russia’s nuclear-powered icebreaker fleet.
India and Russia have been expanding trade in crude oil, liquefied natural gas, fertilizers and critical minerals. The planned voyage is an initial practical step toward using the route; it has not yet taken place.
