The Ladakh startup policy is expected to launch in November 2026 with a ₹100 crore government allocation and a goal of benefiting approximately 1,000 startups, Administrative Secretary Himanshu Gupta said.

Ladakh startup policy preparations

Gupta said the guidelines for the proposed policy had been prepared. The initiative, envisioned by the lieutenant governor, is intended to support entrepreneurship and innovation in the region.

The expected launch date and number of beneficiaries are targets, rather than a completed rollout or a confirmed count of startups receiving support.

Focus on local industries and rural livelihoods

The administration is also emphasizing development of Ladakh’s Pashmina sector, including efforts to address processing gaps and improve market access. Gupta cited the Pashmina Conclave as an initiative supporting that goal.

Through SIDCO, the administration is exploring commercial-scale agriculture. Gupta said its wider objectives include developing local skills, supporting self-employment and strengthening the rural economy, with particular attention to agriculture and horticulture.
