The Philippine Bureau of Immigration renewed its warning about Russia job offers on October 25, 2026, after intercepting a Filipino man who said he had been recruited for a security-related job in the country.
Russia job offers face renewed scrutiny
Immigration officers intercepted the 50-year-old man at Mactan-Cebu International Airport on October 10 as he attempted to depart for Vietnam on a Cathay Pacific flight. The bureau said he disclosed during questioning that Russia was his intended work destination and that he had been recruited as a K9 handler.
The passenger said the recruiter contacted him through WhatsApp and spoke with him by voice call before sending his travel documents. He was reportedly offered $3,500 a month with no upfront fees, but was instructed to pose as a tourist to conceal his intended employment.
Passenger referred for assistance
The bureau referred the man to the Inter-Agency Council Against Trafficking for assistance.
Commissioner Joel Anthony Viado urged Filipinos to be alert to suspicious job offers, particularly those requiring applicants to misrepresent their purpose of travel. He warned that human trafficking can begin with an offer that appears to be a legitimate job opportunity.
