The Jammu and Kashmir cabinet gained four ministers on October 27, 2026, as Chief Minister Omar Abdullah expanded his council of ministers. All four new appointees are from the Kashmir Valley.
Jammu and Kashmir cabinet appointments
Ali Mohammad Sagar, Mir Saifullah, Shameema Firdous and Altaf Ahmad Wani, also known as Kalloo, were sworn in. Wani and Firdous became ministers for the first time.
Sagar is a former minister and National Conference general secretary who won the Khanyar assembly seat in 2024. Saifullah, who previously represented Kupwara three times, was elected from Trehgam in 2024. Wani represents Pahalgam and Firdous represents Habbakadal.
Firdous, who leads the National Conference women's wing, is the second woman in Abdullah's council of ministers, after Sakina Itoo.
Cabinet size and Congress position
The cabinet had six members before the expansion. All ministers had submitted their resignations to the chief minister ahead of the appointments, and one sitting minister was likely to be dropped.
Under the rules for a union territory, the cabinet can be as large as 10% of the assembly. Jammu and Kashmir's assembly has 90 members.
Congress, an ally of the government, has maintained that it will not join the council of ministers until statehood is restored.
