Philippine farm roads could receive an additional ₱80 billion in projects under a proposed public-private partnership in 2027, as the Department of Agriculture seeks to reduce a 52,000-kilometer backlog.
How Philippine farm roads would be financed
Agriculture Secretary Francisco Tiu Laurel Jr. said the projects would be additional to the ₱16 billion allocated for farm-to-market roads in the proposed 2027 National Expenditure Program.
Under the proposed arrangement, eligible private firms would finance and construct the roads, with the government paying them over several years. Tiu Laurel said this could accelerate construction while spreading government spending over time.
Legal documents for the proposal were being prepared in October 2026. The department also plans to involve the World Bank and International Finance Corporation in developing the arrangement.
Backlog and budget
The proposed ₱16 billion allocation for 2027 is less than half the ₱33.01 billion provided in the 2026 national budget. Tiu Laurel said ₱23 billion of the 2026 allocation had been released since the start of October.
Ongoing geotagging put the remaining backlog at 52,000 kilometers. Tiu Laurel estimated that completing the network would cost more than ₱780 billion at current prices. At an October 21 Senate hearing, he said the department could expand the partnership program in 2028 if the initial rollout succeeds.
