NABARD prepared the draft diagnostic study with technical support from NABCONS. Its recommendations include establishing a project management unit, strengthening regulatory and governance frameworks, building institutional capacity and reviving viable cooperatives.

The draft also proposes new cooperative models for women, young people and informal-sector workers. Its broader aims include improving institutional viability, accelerating digital transformation and promoting inclusive growth.

Committee seeks refinements

The meeting reviewed governance, regulatory compliance, business performance, financial inclusion, technology adoption and cybersecurity across Delhi’s cooperative sector.

Committee members suggested refinements before the study is finalized. Chair Pandurang K. Pole, Delhi’s secretary for cooperation, proposed a Cabinet note based on the draft; the recommendations have not been presented as approved policy.
