Russian oil refineries increased crude processing by around 25% in the second half of October 2026 from the start of the month, after drone attacks on the plants stopped, three industry sources estimated.

Russian oil refineries restart units

The sources estimated that processing reached around 5 million barrels per day in the second half of October. Russia’s Deputy Prime Minister Alexander Novak said on October 27 that refineries had been bringing units back online, adding that almost all required oil and gas equipment was manufactured domestically.

Russian authorities said refineries in Ryazan and Surgut were among the sites attacked in mid-October, with no further refinery strikes after October 16. President Donald Trump announced an energy ceasefire between Russia and Ukraine on October 11, although strikes on both sides continued afterward.

Diesel output and exports

The industry sources estimated that Russian diesel production rose by at least 50,000 metric tons per day during October to 225,000 tons per day, equivalent to about 1.7 million barrels per day. They estimated that around 80,000 tons per day could be available for export; that figure is potential supply, not confirmed shipments.

Weekly Ukrainian drone attacks on Russian refineries since mid-March had caused domestic fuel shortages, prompting Russia to ban exports of gasoline, jet fuel and diesel and begin importing oil products by sea. Diesel exports have since partially reopened under a US-Russia supply deal.
